The compliance matrix
Every requirement in the pack on one sheet: each question with its word limit and weighting, every mandatory form, every pass/fail test. Each line is marked done, check, or missing, so a missed form is caught before you submit.

Every answer drafted
Each quality question answered in full, inside its limit, written to how the buyer will score it, using its published criteria and built from your policies, case studies, CVs and past bids. We never invent a track record, a figure or a certificate.

The missing-evidence list
A plain list of what the answers still need from you: an insurance certificate, a named reference, a policy date. Any claim we could not confirm from your documents is marked for you to check.
You stay in control. You edit what you want and submit through the buyer's portal yourself. We do not log in to your portal accounts.

From tender pack to handover
- A 20-minute call. We look at the tender together, agree the scope and confirm the price. If the tender is a poor fit for your firm, we say so.
- You send the documents. The tender pack from the buyer's portal, plus your past bids, policies, CVs and case studies.
- We build the matrix and draft the answers. AI software reads the tender and drafts. A named person reads every line, checks it against your documents and marks anything you need to confirm.
- Handover within 3 working days of receiving your complete documents. You review, edit and submit.
- Invoice after handover. If we were late, there is no invoice.
The 3 working days need the closing date to be at least 5 working days after we receive your documents, so you have time to check the response. Full conditions are in the terms.

Not included: no success fee, no hourly extras. We do not price your commercial schedule or submit on your behalf. Very large tenders (several lots, or more than about 15 quality questions) are quoted on the call before you commit.
What we will not tell you
- That you will win. Nobody honest can. The buyer scores your bid against others, and price and track record matter as much as the writing.
- A win rate. Flagship Bids is a new service. We show no testimonials, logos or statistics until real clients have given them to us.
- Anything your documents do not support. If the evidence is not there, the answer says less, and the missing-evidence list tells you why.
What you can hold us to: a complete response, on time, at the price agreed. If it is late, there is no fee.

How we use AI, and what you can tell the buyer
We use AI software to read tender packs and draft answers, and a person checks every line before handover. Some buyers ask bidders whether AI was used. In the UK, government guidance lets buyers ask this for information and says the answer should not be scored (PPN 02/24). With every handover we write down exactly how AI was used, so you can answer accurately.
Your documents are used only to prepare your bid. We only use AI services whose terms say your content is not used to train their models, and we delete your documents 30 days after handover unless you ask us in writing to keep them for your next bid. Details are in the privacy notice.

Your odds, before you spend time
Ireland and the UK publish who won each public contract. Before the call we can look up the buyer's past awards on the official open data, for example who won the last similar contract and how many firms bid, so we can talk honestly about your chances first.
